There is a venue near Centurion called Moya Matau, the whole inspiration for this venue is Moroccan, very nice!

I visited Moya Matau on Saturday for my own wedding, and let me just say…”Wow”. The Moroccan theme is not at an extra charge. However, some of the other Moroccan decor can be hired from them.

Im not sure who made that cake, someone in the US? Best is to take that pic to your cake maker and ask them for a quote to recreate it.
